A waterborne pathogen with no exposure limit, no visible warning, and a documented paper trail requirement

Your Building Water System Is the Hazard

Legionella grows inside the building — in cooling towers, water heaters, low-flow deadlegs and fixture biofilm. OSHA notes optimal growth between 95°F and 115°F, which is exactly where much domestic hot water sits. The utility does not manage this risk for you.

There Is No OSHA PEL — and That Cuts Both Ways

OSHA states plainly that "there currently is no specific OSHA standard for Legionellosis." Enforcement runs through the General Duty Clause, 29 USC 654(a)(1). No number to comply with means the defence rests entirely on whether you can show a managed, documented programme.

Sample Before You Remediate

OSHA is explicit: "Before flushing or disinfecting water in these suspected sources, ensure water system samples are collected for analysis." Shock-chlorinating first destroys the only evidence of what the system actually contained — and with it, your ability to prove the remediation worked.

Documentation Is the Deliverable

CMS expects certified healthcare facilities to "specify testing protocols and acceptable ranges for control measures, and document the results of testing." Accredited, dated, chain-of-custody culture reports are what turns a written water management plan into something a surveyor will accept.

What Is Environmental Legionella Testing?

Environmental Legionella testing is the laboratory culture of water and biofilm samples collected from a building water system, to determine whether viable Legionella bacteria are present and at what concentration. It is distinct from clinical testing — we analyse the building, not the patient.

Culture remains the reference method because it detects living, culturable organisms — the ones capable of causing disease — and yields a countable concentration that can be trended against your control limits. Samples are concentrated where necessary, selectively treated to suppress competing flora, plated on buffered charcoal yeast extract (BCYE) agar, and incubated. Presumptive colonies are confirmed by demonstrating the organism's characteristic requirement for L-cysteine.

Read This Before Comparing Labs
What ELITE is
A proficiency testing programme. CDC issues "documentation of proficiency to laboratories that have demonstrated the ability to isolate Legionella from simulated environmental samples by culture."
How it is kept
Blind panels are distributed by the Wisconsin State Laboratory of Hygiene. Two passing scores per 12 months are required to maintain proficiency documentation.
Culture only
ELITE evaluates culture isolation only. PCR and other non-culture techniques are not assessed by the programme.
What it is not
ELITE is not a CDC accreditation, certification, licence or endorsement of a laboratory. Any lab describing itself as "CDC certified" or "CDC accredited" is overstating it. We do not.
Why it still matters
OSHA names the programme directly, advising building owners to "submit the water system samples to a laboratory certified by the CDC in Legionella isolation from water system sample testing (i.e., Environmental Legionella Isolation Techniques Evaluation (ELITE))."

Working in New York State? Read this first.

New York is the one state with its own hard laboratory gate. Under 10 NYCRR §4-1.5, "all Legionella culture analyses must be performed by a laboratory that is approved to perform such analysis by the New York State Environmental Laboratory Approval Program (ELAP)." CDC ELITE does not satisfy that requirement — it is a separate, voluntary programme. If your cooling tower or covered healthcare facility is in New York State, contact us before sampling and we will tell you plainly whether we can take the work.

Legionella Testing Methods — ISO 11731:2017 and the CDC Environmental Procedure

Two culture methods dominate environmental Legionella testing in the United States. They share the same principle and differ in pre-treatment, incubation and reporting. We will tell you which one your project needs before you sample.

METHOD 02

CDC — Procedures for the Recovery of Legionella from the Environment

CDC's public-health procedures manual, the reference used in outbreak investigation and the method underlying the ELITE proficiency panels. One litre is filtered through a 0.2 µm polycarbonate membrane and resuspended in 5 mL, giving a nominal 200× concentration for low-count potable samples; high-load waters are plated directly. Acid treatment suppresses competing flora before plating on BCYE and selective agars.

METHOD 03

Identification & Serogrouping

Confirmed isolates are differentiated into Legionella pneumophila serogroup 1, L. pneumophila serogroups 2–14, and Legionella species other than pneumophila. This distinction matters clinically: CDC states that the majority of disease is caused by L. pneumophila, particularly serogroup 1 — the only group detected by the routine urinary antigen test used to diagnose most patients.

Why we do not offer PCR as a stand-alone answer

PCR detects Legionella DNA — including DNA from organisms already killed by your biocide programme. It is fast, and it can be useful as a screening tool, but a positive PCR does not establish that viable organisms are present and a PCR count cannot be trended against culture-based control limits. The CDC ELITE programme evaluates culture only, and culture is what regulators, insurers and litigation review expect to see. We report culture results.

How to Collect a Valid Legionella Water Sample

More Legionella water samples are invalidated in the field than in the laboratory. Four things account for almost all of it: the wrong bottle, no dechlorination, swabbing after running the water, and slow transit.

Volume
1 litre is preferred per CDC. Larger volumes (1–10 L) are occasionally needed where Legionella is expected at very low concentration.
Bottle
Sterile 1 L wide-mouth screw-cap polypropylene. Glass is not recommended — breakage in transit. Leave roughly 1 inch of headspace.
Dechlorination
Add 0.5 mL of 0.1N sodium thiosulfate per litre to neutralise residual disinfectant. Without it the chlorine keeps killing Legionella inside the bottle and you report die-off, not the system. Our kits arrive pre-dosed.
Do NOT
Do not flush, shock or disinfect the system before sampling. Do not reuse containers. Do not freeze samples.
Swab First, Then Water — Order Matters
Step 1
Turn the water on for a couple of seconds to moisten the pipe, then turn it off.
Step 2
Insert a sterile Dacron or polypropylene swab deep into the faucet or pipe and swab the inside surface firmly. Remove the aerator or showerhead first where possible.
Step 3
Place the swab in a sterile 15 mL tube and add 3–5 mL of water from the same fixture so the tip does not dry out in transit.
Step 4
Only then run the water until warm but not hot, and collect the 1 L bulk sample. CDC pairs one swab with one bulk sample at each fixture.
Holding
Refrigerate if the samples will not reach the laboratory within 72 hours. Ship in an insulated cooler; avoid freezing or overheating.

The mistake that costs the most: bulk water only

Legionella lives in biofilm on the inside of fixtures, tanks and basins — not freely suspended in the water. A bulk water sample alone routinely misses a colonised outlet, and a building can return a clean set of water results while a showerhead is seeding the system. The paired swab-plus-water design is what makes the result interpretable. If your budget only stretches to one sample per fixture, take the swab.

Reading Legionella Testing Results — Units, Limits & What They Mean

Legionella testing reports carry one recurring trap and one recurring misunderstanding. Both are worth five minutes before your first round of sampling.

There is no universal "safe" number — and that is the official position

OSHA declines to set a general threshold, stating that what counts as acceptably low "may differ from system to system, worksite to worksite, or by other factors." Your action levels come from your own water management programme, informed by ASHRAE Standard 188 and your risk assessment — not from a number on a lab report.

CDC also cautions that "sample volumes processed, plate types, resuspension procedures, and result reporting vary by lab even when using standard operating procedures such as CDC methods or ISO 11731." That is a strong argument for keeping the same laboratory and the same method across a monitoring programme — switching mid-programme can produce a step change in results that reflects the lab, not your building.

Occupational Exposure

Legionella Is a Worker Hazard, Not Only an Occupant Hazard

Most Legionella marketing is written for building occupants. For an industrial hygienist the question is different: which employees stand in the aerosol, and which of your own safety equipment is generating it?

Safety equipment
NIOSH lists fire sprinkler systems, eye wash stations and safety showers as Legionella sources. The equipment your IH programme mandates is itself low-flow, stagnant and aerosol-generating.
Sprays & misters
NIOSH: "Humidifiers, decorative fountains, misters, tubs, therapeutic spas, garden hoses, and other devices that create a water spray."
Hot water systems
NIOSH flags hot water systems "especially those with thermal mixing valves and electronic eye actuators" — common in plant washrooms, locker rooms and decontamination showers.
What the Occupational Data Shows
Workplaces
NIOSH: "Workplaces that have been associated with outbreaks include hotels, hospitals, nursing homes, plastic injection molding manufacturers, and automobile manufacturers."
Construction
A CDC-authored study of 2,553 patients across 39 US jurisdictions found construction workers carry an incidence rate ratio of 1.82 (95% CI 1.58–2.10) versus other workers — with labourers making up almost half the group.
Transportation
The same study found transportation the highest-burden occupation (IRR 2.11). NIOSH notes Legionnaires' disease "occurs at twice the rate in transportation workers as in non-transportation workers" and advises against using water in place of windshield washer fluid.
Who gets sick
OSHA: "People over 50 years old, smokers, or those with underlying medical conditions, such as chronic lung disease or immunosuppression, are the most susceptible to infection." That description fits a long-tenured industrial workforce closely.
Misdiagnosis
Legionnaires' presents as pneumonia. In one shipyard fatality investigation both workers were repeatedly misdiagnosed with influenza before the cause was identified — which is why an environmental result matters to occupational health, not just to facilities.

The one most industrial hygienists have never sampled: safety showers and eyewash stations

Emergency showers and eyewash units sit on dead-leg branches, are used almost never, are typically fed with tepid or blended water, and are flow-tested straight into a worker's face and eyes. NIOSH lists them explicitly as a Legionella source. If your plant runs weekly activation tests as an IH control, that test is also a scheduled aerosol event — and it is almost never included in a water sampling plan. Ask us to add them to yours.

Refineries & Petrochemical

Process cooling towers, evaporative condensers, fluid coolers and wet scrubbers. Cooling towers at a petrochemical plant were the confirmed source of an outbreak producing 86 laboratory-confirmed cases and 18 deaths, with aerosol spread of at least 6 km. Turnarounds add a second problem — units idled, drained and restarted are exactly the stagnation-then-restart cycle that drives colonisation.

Metal Fabrication & Machine Shops

OSHA names "water-based fluids used as coolants during cutting and fabrication processes" as a Legionella source. A CDC investigation of a sheet-metal fabrication plant found 34 legionellosis cases, 15 hospitalisations and 2 deaths, with L. pneumophila isolated from two water jet cutters and a floor scrubber — reservoirs running at 35–40 °C. Parts washers, tunnel washers and sump jet-washing carry the same profile.

Construction, Renovation & Commissioning

CDC-authored research across 39 US jurisdictions found construction workers carry an incidence rate ratio of 1.82 for Legionnaires' disease versus other workers — the second-highest occupational burden measured, with labourers almost half the group. OSHA separately warns that "construction material residue can contribute to Legionella growth in new systems." Commissioning water systems is a sampling point, not a formality.

Shipyards, Marine & Offshore

The most directly occupational case on record: two mechanics repairing a cargo ship's water system died of Legionnaires' disease, with illness statistically confined to those who had worked on the ship's water pump. Vessels, rigs and accommodation barges combine small potable systems, long layups and confined spaces. CDC warns that "a prolonged no-sail period or reduced operation... can result in stagnant water in ship water systems."

Shipyard & marine IH testing

Industrial Wastewater & Water Treatment

Warm industrial effluent is a genuine amplifier. Published surveys have recovered culturable Legionella from 15 of 85 industrial wastewater plants, with concentrations reaching 10⁹ cfu/L in active sludge basins, and identified biological treatment at 30–38 °C handling food-processing, rendering and petrochemical effluent as the high-risk case. Occupational cases have been documented in workers splashed while servicing clarification basins.

Power Generation & Process Cooling

Judge this one by equipment class rather than industry label. Evaporative cooling equipment — towers, condensers and fluid coolers — is the single most frequently implicated Legionella source in outbreak investigations, and OSHA names it first among workplace sources. Any plant rejecting heat by evaporation carries that equipment risk regardless of what it generates or produces.

Oilfield, Midstream & Remote Operations

Gas processing and compression sites run evaporative cooling; remote camps, man-camps and field offices run small potable and hot water systems with intermittent occupancy and long stagnation between crew rotations. Both are recognised risk conditions. Sampling is normally folded into an existing site IH round rather than mobilised separately.

Guest hot water, spas, whirlpools, decorative fountains and misting systems — all recognised amplifiers, and hotels head NIOSH's list of outbreak-associated workplaces. Intermittent occupancy and seasonal closures create the stagnation that drives colonisation, so post-reopening sampling matters as much as routine rounds.

Is AGT Labs certified for Legionella testing?
AGT Labs holds a current CDC ELITE Certificate of Proficiency, valid through 1 December 2027, for the isolation of Legionella from water by culture. To be precise about what that means: ELITE is CDC's proficiency testing programme, not an accreditation or licence — CDC issues "documentation of proficiency to laboratories that have demonstrated the ability to isolate Legionella from simulated environmental samples by culture." Maintaining it requires two passing blind panels every 12 months. Any laboratory describing itself as "CDC certified" or "CDC accredited" is overstating the credential. Our listing is publicly verifiable on the CDC ELITE member list.
How long does Legionella testing take?
Standard turnaround is 10 days from receipt, with a preliminary result at day 3–5 if colonies appear. CDC states culture results are typically reported in 7–14 days. This cannot be rushed — Legionella is slow-growing and ISO 11731:2017 specifies incubation at 36 ± 2 °C for 7 to 10 days before a final negative can be issued. We call presumptive positives through as soon as we see them so you can act immediately. Treat any offer of a next-day Legionella culture result with suspicion.
Do you offer PCR testing for Legionella?
We report culture results. PCR detects Legionella DNA, including DNA from organisms your biocide programme has already killed, so a positive PCR does not establish that viable organisms are present and a PCR count cannot be trended against culture-based control limits. The CDC ELITE programme evaluates culture only, and culture is what regulators, insurers and litigation review expect. PCR can be a useful rapid screen alongside culture — talk to us about your programme design.
How much water do you need, and what container should I use?
One litre is the preferred volume per CDC, in a sterile 1 L wide-mouth screw-cap polypropylene bottle with about an inch of headspace. Glass is not recommended because of breakage in transit. Larger volumes of 1–10 L are occasionally used where Legionella is expected at very low concentration. Our kits ship with the correct bottles already dosed with sodium thiosulfate — please do not substitute your own containers.
Why does the bottle contain sodium thiosulfate?
To neutralise residual disinfectant at the moment of collection. CDC specifies adding 0.5 mL of 0.1N sodium thiosulfate per litre. Without it, chlorine or chloramine in the sample keeps killing Legionella inside the bottle during transit — so the count you receive reflects post-collection die-off rather than what was in the system. That produces false negatives and under-counts, which is the worst possible failure mode for this test.
Should I take a swab, a water sample, or both?
Both, paired at each fixture — that is CDC's design: "collect one biofilm swab and one bulk water sample from each sampling site." Legionella lives in biofilm on fixture internals, so bulk water alone routinely misses a colonised outlet. Order matters: swab first (moisten the pipe briefly, turn the water off, swab the inside surface, place the swab in 3–5 mL of water from the same fixture), then run the water until warm but not hot and collect the 1 L bulk sample.
How quickly do samples need to reach the laboratory?
Within 72 hours of collection where possible. CDC directs that samples which will not reach the laboratory within 72 hours should be refrigerated before shipping, and that samples arriving but not processed within 72 hours should be refrigerated. Ship in an insulated container and avoid both freezing and overheating. Samples received before 2:00 PM CST are logged the same day.
Where should I take samples in my building?
CDC's baseline site list covers the incoming main, wells and water towers, holding tanks, the centralised water heater, the hot water expansion tank, hot and cold returns, before and after any softener or disinfection system, and paired swab-plus-water at showers and faucets. For a cooling tower: make-up water, collection basin, sump, storage tank, drift eliminators and heat sources. What units are results reported in, and what is CFU/mL vs CFU/L?
Colony forming units per volume. CFU/mL is the prevailing US convention; cfu/L is the ISO 11731 convention. The conversion is simple but easy to miss: 1 CFU/mL = 1,000 cfu/L. This is the single most common source of confusion when clients compare laboratories or compare this year's round against last year's — always check which unit a report uses before drawing a conclusion. We state the unit explicitly on every report.
What is a safe Legionella level?
There is no universal safe level, and that is the official position rather than a hedge. OSHA states that what counts as acceptably low "may differ from system to system, worksite to worksite, or by other factors," and there is no OSHA permissible exposure limit for Legionella. For context, OSHA's outbreak-response guidance advises taking immediate steps to clean the system at 10 CFU/mL or above, and notes most cooling tower outbreaks are associated with 1,000 CFU/mL or more in the implicated source — but those are response figures, not legal limits. Your action levels should come from your own water management programme and risk assessment.
Does CMS require hospitals to test for Legionella?
No — and be wary of anyone who tells you otherwise. CMS memo QSO-17-30 states plainly that "CMS does not require water cultures for Legionella or other opportunistic water borne pathogens." What it does require is a facility risk assessment, a water management programme that considers ASHRAE and the CDC toolkit, and that facilities "specify testing protocols and acceptable ranges for control measures, and document the results of testing." Facilities unable to demonstrate risk-reduction measures "are at risk of citation for non-compliance." In practice, culture testing is how most programmes generate that documentation.
Does ASHRAE Standard 188 require Legionella testing?
ANSI/ASHRAE Standard 188-2021 is a risk-management standard, not a testing mandate. It establishes "minimum legionellosis risk management requirements for building water systems" and covers building surveys, water management programme development, preventive measures, and design and commissioning requirements for human-occupied commercial, institutional, multi-unit residential and industrial buildings. The 2021 edition replaced permissive language with enforceable language to support adoption into codes. Most programmes built on 188 use culture testing as the means of verifying that control measures are working.
Can you analyse samples from a cooling tower in New York State?
New York has its own laboratory requirement, and CDC ELITE does not satisfy it. Under 10 NYCRR §4-1.5, "all Legionella culture analyses must be performed by a laboratory that is approved to perform such analysis by the New York State Environmental Laboratory Approval Program (ELAP)." The same requirement applies to covered hospitals and residential healthcare facilities under Subpart 4-2. Do you collect the samples, or do we?
Either. Most clients across Texas and the Gulf Coast use our on-site sampling service — we walk the system, build the sampling plan against the CDC site list, collect paired swab and bulk water samples in the correct order, record temperature and residual disinfectant at each point, and transport under documented chain of custody. Is Legionella an occupational hazard, or only a building-occupant issue?
Both — and the occupational side is routinely under-managed. NIOSH states that "workplaces that have been associated with outbreaks include hotels, hospitals, nursing homes, plastic injection molding manufacturers, and automobile manufacturers," and lists industrial heat-rejection equipment, process water sprays, safety showers, eyewash stations and fire sprinkler systems as sources. CDC-authored research across 39 US jurisdictions found construction workers carry an incidence rate ratio of 1.82 and transportation workers 2.11 compared with other workers. OSHA has no specific standard and no PEL, so exposure is addressed under the General Duty Clause — which makes a documented sampling record the practical defence.
Do safety showers and eyewash stations need Legionella testing?
They are worth including, and they are the outlet most often left off a sampling plan. NIOSH lists fire sprinkler systems, eye wash stations and safety showers among Legionella sources. The reason is structural: they sit on dead-leg branches, are almost never used, are frequently fed tepid or blended water in the growth range, and are then discharged as a spray directly at a worker's face and eyes during activation testing. If your plant already runs weekly activation tests as an IH control, that test is a scheduled aerosol event — add the units to your sampling plan and we will include them in the round.
Is Legionella a risk in metalworking fluids and machining coolant?
We will give you the honest version rather than the one that sells more samples. Metalworking fluid itself is not a well-supported Legionella reservoir — UK HSE, which has researched this directly, concludes there is "a minimal risk of Legionella bacteria contaminating such a system, if the system is properly managed." The documented risks in MWF are hypersensitivity pneumonitis and asthma, not Legionnaires' disease. What is well documented in metal fabrication is the surrounding water equipment: OSHA names "water-based fluids used as coolants during cutting and fabrication processes," a CDC investigation traced 34 cases and 2 deaths to water jet cutters and a floor scrubber at a sheet-metal plant, and HSE flags jet-washing of sumps and machinery as a high-aerosol task warranting assessment. Sample the water systems and the wash-down tasks — not the coolant drum.
How much does Legionella testing cost?
Legionella testing is priced per sample, and the honest answer is that the sample count drives the invoice far more than the unit price does. Four things move it: how many sampling points your plan covers; whether each point gets a paired swab and bulk water sample (two samples, not one); whether you need serogroup identification on positives; and whether you want on-site collection or will sample in-house using our kits. A single cooling tower is a handful of samples. A hospital water management programme is a scheduled round across dozens of points. My Legionella test came back positive — what happens now?
First, a positive is a control failure, not automatically an outbreak — Legionella is common in building water systems and detection alone does not mean anyone has been exposed or made ill. What matters is the concentration, which system it came from, and what your water management programme says the response should be. Practical sequence: confirm which points were positive and at what level; check whether the affected system serves a susceptible population; review your control measures — temperature, residual disinfectant, stagnation — because a positive usually points at one of them; take remedial action under your programme; then re-sample to verify. For context, OSHA's outbreak-response guidance advises taking immediate steps to clean the system at 10 CFU/mL or above. We are the laboratory rather than a remediation contractor, so we will interpret the result, tell you what we would sample next and when — and we will not sell you the remediation, which means the advice has no conflict attached to it. If a case of illness is suspected, contact your local health department.
Do you test water, or do you test people?
Water. We are an environmental laboratory — we analyse water and biofilm samples from buildings, cooling towers and process equipment to determine whether Legionella is present in the system. We do not perform clinical or diagnostic testing on people. If you need a patient tested, that is a clinical laboratory question and your physician will order a urinary antigen test, sputum culture or PCR. The two run in parallel during an investigation: clinical testing establishes that someone is ill, environmental Legionella testing establishes which water system it came from — and only the second one tells you what to fix.
