VOC testing is laboratory measurement of volatile organic compounds in air. VOCs are carbon-based chemicals that evaporate readily at room temperature — solvents, fuels, degreasers, adhesives, refrigerants, and the compounds that off-gas from new flooring, cabinetry and furnishings.

Because they are invisible and unreliably detected by smell, laboratory VOC testing is the only defensible way to establish what is present and at what concentration. Broad-spectrum VOC testing is normally performed by EPA Method TO-15: a whole-air sample is collected in an evacuated SUMMA canister and analysed by GC-MS, identifying and quantifying 60+ compounds simultaneously in one run.

The defining feature of TO-15 is what it does not do: it does not adsorb the sample onto a chemical medium. That single design choice is why it outperforms targeted methods when the compound list is unknown.

TO-15 vs TO-15A — Which Version Do You Need?

TO-15A, published in 2019, revises the original 1999 method. It keeps the same evacuated-canister platform but incorporates current sampling and analytical technology, sets out more detailed quality control procedures and defined performance criteria, and is written around lower ambient concentrations — roughly 10 to 10,000 pptv. It is not a target list expansion: neither TO-15 nor TO-15A specifies a fixed compound list. For routine screening the two produce comparable results; the difference matters when a permit or regulator has named one specifically.

What TO-15 Cannot Measure

TO-15 is generally limited to compounds boiling below about 200 °C, and several important groups fall outside it entirely. Ordering TO-15 for these returns a clean-looking result that never captured the compound you were worried about.

  • Formaldehyde and most aldehydes — poorly recovered from canisters; DNPH cartridge methods are used instead. See aldehyde testing.
  • Polynuclear aromatic hydrocarbons (PAH) — most cannot be successfully sampled or analysed by TO-15. See PAH testing by NIOSH 5506.
  • Hydrogen sulfide and certain sulfur compounds — unstable in a SUMMA canister and yield poor recoveries. ASTM D5504 is the usual alternative.
  • Personal occupational exposure records — TO-15 characterises a space, not a worker’s breathing zone. See BTEX testing by NIOSH 1501.

TO-15 Testing Field Protocol — SUMMA Canister

Canister check
Verify the canister is evacuated — the gauge should read at least 26 in. Hg vacuum on arrival. Record the canister ID, serial number and initial pressure on the chain of custody. Do not open the valve until you are at the exact sampling location; any pre-release draws in background air you did not intend to measure.
Grab sampling
Open the valve fully for roughly 30 seconds until the gauge equilibrates to near zero, then close it. The fill happens in seconds — which is exactly what makes it right for odour investigations and incident response, and wrong for anything compared against a long-term screening level.
Integrated (8–24 hr)
Attach the calibrated flow controller — AGT Labs presets it for your target fill duration before shipping, so it cannot be adjusted in the field. Open the valve and leave the canister undisturbed for the full period. This produces the time-weighted average that EPA and state screening levels are written against.
Sub-slab sampling
Seal the sampling port and verify the seal before drawing. Purge the probe of dead volume, run a tracer or leak check where the work plan requires it, and record slab thickness and probe depth. A leaking port pulls indoor air into a sub-slab sample and produces results that are indistinguishable from a clean building.
Final pressure
Record the ending vacuum or pressure before shipping. A canister that reached full atmospheric pressure early may have finished sampling well before the intended window closed, which changes what the result represents.
Hold time
Filled canisters are stable for 30 days at ambient temperature — no refrigeration required. Ensure the valve is fully closed and ship in the provided protective case. Residual pressure on receipt confirms seal integrity in transit.

Why Vapor Intrusion Requires TO-15 Testing

Vapor intrusion is the migration of volatile chemicals from contaminated soil or groundwater into overlying structures through foundation cracks, expansion joints and utility penetrations. Trichloroethylene, perchloroethylene, benzene and MTBE are the usual culprits, and they can reach concentrations of regulatory concern in basements and ground-floor spaces with no visible sign at the surface at all.

EPA TO-15 testing is the preferred method because a vapor intrusion investigation asks three things at once that only canister sampling answers well: what compounds are present when the plume composition is uncertain, what the concentration is over a representative period rather than an instant, and whether the data will survive regulatory review. Sub-slab and indoor air samples are normally collected simultaneously and compared, with an outdoor sample to establish background.

What Is TVOC Testing?

TVOC is a single number representing everything volatile in the air at once. That makes it fast and cheap — and means it cannot tell you which compound is driving the reading.

TO-15 testing characterises the air in a space. It is not the method OSHA expects for a worker's compliance record. What is the difference between EPA TO-15 and TO-17?
TO-15 collects whole air in an evacuated SUMMA canister with no adsorption step, then analyses it by GC-MS. TO-17 draws air through a packed sorbent tube (Tenax TA, Carbopack or similar) which is then thermally desorbed into the GC-MS. Choose TO-15 when the compound list is unknown or broad, when sub-ppbv detection across many analytes is needed, and when regulators expect canister data. Choose TO-17 for very low-level detection of a narrower target list, for compounds unstable in canisters, in high-humidity environments where canister performance suffers, and where deploying a canister is impractical. Should I collect a grab sample or a 24-hour integrated sample?
A grab sample fills the canister in about 30 seconds and captures the air at one instant — right for odour complaints, incident response and process troubleshooting. A time-integrated sample uses a calibrated flow controller to fill slowly over 8 or 24 hours, producing a time-weighted average — right for vapor intrusion, IAQ assessment and any regulatory comparison, because EPA and state screening levels are derived for long-term average exposure rather than momentary peaks. If in doubt, integrated is the safer default for anything a regulator will review. The flow controller is preset before shipping and cannot be changed in the field, so decide before the canister leaves us.
What is TVOC testing and when is it used?
TVOC (Total Volatile Organic Compounds) is a non-speciated aggregate of everything volatile in the air. Field PIDs give real-time TVOC readings in ppb; laboratory TVOC is the summed total of all compounds detected during TO-15 analysis. It is used for IAQ baseline screening, post-construction and post-renovation off-gassing, LEED pre-screening, real-time process control, and triaging odour complaints. TVOC does not identify individual compounds and there is no compound-specific regulatory threshold to compare it against — speciated TO-15 analysis is what produces defensible, comparable numbers.
What is vapor intrusion and why does it require TO-15 testing?
Vapor intrusion is the migration of volatile chemicals from contaminated soil or groundwater into overlying structures through foundation cracks, joints and utility penetrations. Residual canister pressure on receipt confirms seal integrity in transit, which is why the field pressure reading should always be recorded on the COC. TO-17 thermal desorption tubes should be refrigerated and analysed within 30 days.

What should I check before ordering TO-15 testing?
Four things. First, confirm the reporting limit meets the screening level your data will be compared against — some EPA vapor intrusion screening values sit below routine reporting limits, so ask before sampling rather than after. Second, confirm whether your programme requires TO-15 or TO-15A; the two are not interchangeable everywhere. Third, confirm canisters are individually certified clean rather than batch-certified, because a canister blank carries straight into your result. Fourth, decide grab versus time-integrated before the canister ships — the flow controller is preset for a specific fill duration and cannot be adjusted in the field.
